If they have then good, keep them, too much traffic enforcer with no real credential on how to manage road traffic, no zero tolerance , raise traffic violation fine to the maximum and reeducate the drivers, and train Police Traffic enforcer with Zero tolerance on traffic violation like a Gestapo!
